Nuwa Mutwe makes fresh bail attempt

This marks Mitala’s second bid for temporary release after his initial bail application was denied by chief magistrate Ronald Kayizzi, who ruled that the earlier sureties were not substantial enough to guarantee his return to court.
Appearing in court on Monday, Mitala presented two new sureties: Emmanuel Sserunjogi, mayor of Kawempe Division, and Florence Kiwanuka, a speaker in Buganda’s Lukiiko.
However, state attorney Ivan Kyazze requested additional time to verify the authenticity and legal standing of the new sureties. He noted that chief state attorney Richard Birivumbuka, who has been leading the prosecution, was currently engaged in another case at the High court.
In response, magistrate Kayizzi granted the prosecution two working days to complete the verification process and adjourned the matter to July 21, when a ruling on the bail application is expected.
Meanwhile, Mitala’s co-accused, detective Charles Twiine Mansio, was earlier granted cash bail of Shs 5 million after spending more than a month on remand. The two are jointly accused of inciting violence and spreading hate speech through electronic communication, allegedly targeting top government officials, including President Yoweri Museveni and the Chief of Defence Forces (CDF), Gen Muhoozi Kainerugaba.
Both men have pleaded not guilty to the charges. Prosecution alleges that between January 2024 and May 2025, Twiine used various electronic platforms to incite Mitala to attack and kill President Museveni and Muhoozi using pavers, citing their political roles and views.
Further, Twiine is accused of disseminating malicious content through computer systems, referring to speaker of parliament Anita Among as a “rotten human being” and the “chief sponsor of killings and violence in Bukedea district.”
The prosecution claims such statements are likely to incite public hostility against her. He also allegedly labeled deputy speaker Thomas Tayebwa as “a money launderer, a masquerader, and a fraudster,” while also further describing Gen Muhoozi as “a fat pig and a crook,” and Gen James Birungi as “a crook and a killer,” allegedly with the intention of ridiculing and degrading them.
In another count, Twiine is accused of promoting ethnic hatred by claiming that the Bahima ethnic group are “killers,” a statement prosecution says is likely to incite hostility against the community.
Twiine and Mitala remain charged before the same court where other individuals, including Ibrahim Musan, also known as Pressure 24 Seven (24/7), a former deputy resident city commissioner for Rubaga, face similar charges of hate speech and spreading malicious information targeting top government officials. Mitala remains in custody at Luzira Prison, pending the outcome of his renewed bail application.
